Organizing Performance Based In-Service Support Cooperations 

Looking at the defense’s In-Service Support environment (especially within the Netherlands MoD), several changes can be observed. On operational (weapon) systems as well as organizational aspects changes are occurring that have impact on the In-Service Support Environment. Regarding operational (weapon) systems there can be observed that the integration of hardware and software technology is increasing rapidly (more complexity), an increase of time-to-market of operational (weapon) systems and the increasing usage of COTSequipment.

With respect to changes of defense organizations there can be observed that MoD’s are more and more concentrating on core business like operating the operational (weapon) system rather than developing or maintaining them. To arrange In-Service Support, the MoD’s favor a performance based management methodology / approach where they rely on materiel-logistic organizations that could be either government or industry. Assuming that these developments will have an impact on the In-Service Support environment, successful cooperation of different materiel-logistic actors like OEM, Engineering and Maintenance/logistic is needed. Moreover, Engineers of the Naval Maintenance Establishment department Above Water Warfare System are struggling how to cope with these changes and need a structured approach and guidance to establish Performance Based In-Service Support cooperations.

On basis of these developments and needs, the following research question arose;
”How to arrange Performance Based In-Service Support cooperations between Engineering, Maintenance and OEM’s materiel-logistic actors in order to contribute to the OPCO’s need.”
This dissertation discusses this research question and starts with a theoretical assessment of the following topics:

  • Performance Based Management;
  • In-Service Support approaches (translated in international defense standards / directions);
  • In-Service Support cooperations;
  • In-Service Support Products and Services.

The research is further strengthened with a stakeholders’ need analysis based on an interview / questionnaire with experienced materiel-logistic actors in the field of Performance Based Management or In-Service Support within the defense environment. On basis of the theoretical assessment and the stakeholders need analyses results, a Performance Based In-Service Support (PB ISS) guidance model is developed. This model provides a framework, checklist and guidance for organizing or arranging Performance Based In-Service Support cooperations. The developed Performance Based In-Service Support guidance model was tested regarding applicability on several (Performance Based) In-Service Support cooperations / contracts, like:

  • In-Service Support of the F124 / LCF;
  • In-Service Support and Maintenance IMCMS NL/BN;
  • MFG MOU;

and resulted to be applicable, particularly:

  • to provide a framework / overview of all the different aspects that should be taken into account;
  • to assess points of attention / improvements of ‘in development’ or ‘existing’ (Performance Based) In-Service Support cooperations / contracts.

At last, this dissertation encompasses conclusions and recommendations for further research where the main conclusion regarding the research question is that:

There is no general / ‘one size fits all’ solution because each Performance Based In- Service Support cooperation is unique and entails a lot of different related (legacy) processes and maturity / experience of OPCO or PSP.

However, with the help of guidance that provides a structured approach, like the developed Performance Based In-Service Support cooperation guidance model, this question can be more easily answered in a shorter timeframe. In addition, there can be concluded that the main challenge lies in dealing with dependency / trust (for MoD’s and government PSP’s) and risk bearing for PSP (nongovernment / Industry) to realize a cost-effective an optimum.
