Cost-effectiveness of remote online condition monitoring

“A study and a business case on the Oceangoing Patrol Vessel”

In 2005 a strategic vision on the future of the Royal Netherlands Navy (RNN) called the “Marinestudie” was developed. It describes the realization of a fleet which is more cost effective by better tailoring it to its tasks. The strategic vision proposes the purchase of four Ocean going Patrol Vessels (OPV’s). These OPV’s are meant for missions in the lower levels of the spectrum of violence and need less functionalities than the traditional frigate. To reduce the operating costs of the OPV a shift in maintenance concept from use based maintenance to condition based maintenance is intended. In the programme of demands two requirements target to realize this shift in maintenance concept, namely: 

  1. Online monitoring and 
  2. Outsourcing of data analysis, possible upload of data to the shore.

Based on these demands the new concept of remote online condition monitoring (ROCM) could be a logical solution. In this thesis ROCM is defined as a maintenance technique based on the continuous measurement and interpretation of data based on preset warning and alarm levels and on trends. The data can be accessed remotely so specialists in another location can further analyze the data when necessary without being actually present. Despite the programme of demands of the OPV the RNN and Defence materiel organization (DMO) are reluctant in implementing ROCM on their assets. This is mainly caused by the initial investments (sometimes substantial) required to implement these techniques and the fact that it isn’t clear whether remote online condition monitoring techniques will increase cost-effectiveness of maritime assets. This leads to the primary aim of the dissertation, which is to develop a model that can be applied by DMO or RNN to justify decisions about ROCM, based on cost-effectiveness.

The research question that is formulated for this research is: What is the effect of remote online condition monitoring on cost effectiveness and organic level maintenance for maritime assets?

The research that was carried out consisted of a literature study, a field survey and a business case on the OPV. The literature study focussed on condition monitoring, maintenance strategy decision models
(RBM, RCM), life cycle costing and cost effectiveness. The field survey yielded information on the aspects that influence the cost effectiveness of ROCM, both through interviews and by the study of a practical example. The combination of the findings in the literature review and the field survey results in a decision model for ROCM.

Based on the performed FMECA study for the OPV, for 2 out of 7 of the failure modes the CE of ROCM is calculated. With the ROCM decision model comparisons can be made between the cost-effectiveness of
baseline maintenance strategy scenarios and ROCM scenarios. The total research showed that application of remote online condition monitoring will increase cost-effectiveness of maritime assets for some aspects. The effect of ROCM on organic level maintenance will in some cases be positive, but these effects are, based on the results of this thesis, limited. However, application of ROCM should be judged case by case because the investment costs might in some cases lead to an actual decrease in cost-effectiveness. To judge costeffectiveness of ROCM this thesis introduces a relatively simple to apply decision model. To use this model no elaborate study to gather information or knowledge is needed anymore.
